In 1985, siblings Richard and Helen Thomas were killed and four years later, so were Peter and Gwenda Dixon.
The two double murders cast a shadow on the police force but in 2006, newly promoted Detective Superintendent Steve Wilkins (played by Luke Evans) decided to reopen the cases.
With the development of forensic science now on their sides, Wilkins and his team were able to find DNA which linked the murders to a string of burglaries committed in the 1980s and 1990s.
To their surprise, the perpetrator for the robberies, who was then soon suspected of being the Welsh serial killer, was nearing the end of his prison sentence.

The notorious killer who had been imprisoned for the burglaries was John Cooper (Keith Allen).
But the real problem was trying to find the evidence to pin the murders which took place two decades ago on him.
Cooper got the name the Bullseye Killer as he appeared on the famous television game show in 1989.
Wilkins used the clips from the show as evidence, comparing it to a sketch of a suspect from the Dixons’ murder.
